The Health Law Advocacy program is generously funded by matching grants from the Health Foundation of Greater Cincinnati and the Foundation for a Healthy Kentucky.

"Boots on the Ground, Eyes on the Prize" Grant: Kentucky Equal Justice Center and Kentucky's civil legal services programs also have received a grant from the Foundation for a Healthy Kentucky to conduct outreach and create a "feedback loop" to achieve consumer-friendly implmentation of health care reform. Activities and Work Product

Below are listed our recent activities, organized by issue and providing our work product.

Access to Care

We asked Gov. Beshear and Attorney General Conway to consider the potential impact of the Louisville hospital merger on low-income Kentuckians access to reproductive and end-of-life care. We also suggested language improvements to Kentucky's state based marketplace, kynect.

Affordable Care Act

We submitted questions to the Kentucky Cabinet for Health and Family Services regarding the State Exchange Request for Proposal.

We submitted additional comments in the Spring of 2012.

We submitted comments on multiple aspects of the ACA, including Exchange establishment and eligibility, and changes to Medicaid.

The ACA requires greater public accountability for nonprofit hospitals, including more reporting of charity care. The IRS decided to make this portion optional for Tax Year 2010. We coordinated Kentucky health advocates to ask the IRS to reconsider its decision.

We also submitted comments on the IRS rules governing nonprofit hospitals.

We opposed Kentucky's request to lower its insurers' medical loss ratio and won a partial victory:

We weighed in on a state waiver proposal and federal rules on home and community-based services:

Open Records Requests

To get more information on access to mental health care, we asked for more information on practitioners accepting Medicaid.

We requested information on delays in receiving public benefits eligibility and hearing decisions.
